Breaking! Texas House Passes Bill to Stop City Councils Using Taxpayer Dollars to Fund Abortion Travel

Austin, TX – May 22, 2025: Yesterday, the Texas House of Representatives voted 89-57 to pass SB 33 by Senator Donna Campbell and Representative Candy Noble, which will stop city councils from using taxpayer dollars to fund abortion travel and abortion logistical support. SB 33 will soon head to Governor Greg Abbott’s desk.

“Texas law has made it clear that the life of the preborn is valuable and worth saving. Once SB 33 is signed by Governor Abbott, city councils will no longer use taxpayer dollars to traffic women and children across state lines for abortions that take the life of one person and harm the health of another. I am thankful for Senator Donna Campbell and Representative Candy Noble for continuing their efforts to protect taxpayers and babies since the passage of SB 22 in 2019”.
Last year, Austin City Council approved $400,000 in the city budget for a fund that would provide money for airfare, hotels, and food in order to persuade women to travel out of the state to seek abortions. Recently, the City of San Antonio also considered setting up funds to send women out of the state to obtain abortions and they are currently facing a lawsuit for doing so. However, SB 33 makes it clear that providing funds for women to travel out of state to obtain abortions is against the law.
SB 33 is a continuation of the efforts made in the 86th Legislature when a law was passed (SB 22) to stop government entities from contracting with abortion providers.
