Breaking! Texas Governor Greg Abbott Signs “Women’s Bill of Rights”, Answering “What is a Woman?” in State Law

Austin, TX. – June 20, 2025 – Today, Texas Governor Greg Abbott signed into law HB 229 the What is a Woman Bill/Women’s Bill of Rights. Now in Texas, men can no longer be women. The law accurately defines the terms “man”, “woman”, “boy”, and “girl” by accurate scientific definitions and biological reality. The effect would be that real women will have their rights, opportunities, and privacy protected by law.

“Promises made. Promises kept. Governor Greg Abbott mentioned in his State of the State address that he would work to protect the truth that there are only two sexes: male and female. I am excited that when this law goes into effect on September 1, that it will be clear that women’s opportunities and spaces are unique and will be protected by the law.“
HB 229 will protect the integrity of government-collected vital data statistics by reinforcing the current policies of the Department of Public Safety (DPS) where applications to change “sex” on driver’s licenses are not accepted and the Department of State Health Services (DSHS) where applications to change “sex” on birth certificates are not accepted.
Texas already has laws protecting women’s sports, HB 25 and SB 15. However, there have been many other threats to women’s prisons, sororities, and private spaces like locker rooms. This law will provide a foundation for protecting women by ensuring that true biological sex is recognized.
