SBOE Attack Bill Vote Happening Now!! Choose Life Amendment!!

 6:45, vote is flipped on verification, by vote of 74-68, HB 710 passes.

6:23 p.m.  HB 710 back on the Floor!! Point of Ordered being discussed off the mike.  Point of Order overruled.

Rep. Rose moves passage.  Record Vote coming:  FAILS!!!  67-72.

6:11 Choose Life bill passes full House as part of another bill

6:09 p.m.  HB 3097 continues to have license plate related amendments added to the bill.

Vote:  HB 3097 passes by Voice vote.

5:57-Rep. Farrar brings amendment, gives choice of Choose Adoption plate or Choose Life plate.  Rep. Phillips accepts the amendment.  Choose Life plate is now on the HB 3097, McClendon bill.

5:55 p.m. Pickett Amendment fails

5:35 p.m -Pickett Amendment sends $$ raised to State Agency.

Farrar Amendment is tabled, 76-67.

5:25 p.m. Rep. Jessica Farrar, seeks to amend Rep. Phillips amendment, to amend it to “Choose Adoption,” not Choose Life.  The Choose Adoption plate does not sell well.  Choose Life plate outsells choose adoption plate, huge difference.

5:05 pm. House is back in session-HB 710 is not back up yet.


4:30 p.m.  House taking 30 minute recess.

4:15 p.m. Point of Order called on HB 710, Rose withdraws his bill until 5 p.m. in response to Point of Order called.  Point of Order withdrawn.  This is common.  We’ll see what happens at 5 p.m.

4:00 p.m.  -HB 710, has been laid out by Rep. Patrick Rose, explaining the bill.  (See bill details below).

Chisum: “Are you going to Sunset an elected board?”  Railroad commission goes under Sunset Review, not the Commissioners. Chisum pointing out that there is a clear distintion between the Railroad and Agriculture Commissions being under sunset review.  Even though, the 3 RR Commissioners are election and so is the Ag Commissioner, the elected official themselves are not under sunset review, the “commission, its employees, etc. are under Sunset review.   The SBOE has no employee or staff, no salary.  Its just the SBOE members, so any review of the SBOE is a direct review of the individual SBOE members, which is clearly difference than the review of the Ag or RR Commissions.

“Next thing you know they’ll will be sunsetting other elected officials.”

Rep. Madden “How many staff employees does the SBOE have?” -None.

Rose “We link to when TEA is subject to Sunset Review.”  “Did you know that the SBOE was under Sunset Review in 1995?”  That’s interesting, because the bill analysis says that the stand alone SBOE has never been subject to Sunset Review.  see here.
